Designed by me in 2010, submitted to DG in late 2011. The combat system was originally bucket-of-dice and hit markers, to show the gradual erosion of the larger Israeli units; in early 2012 DG wanted it changed to a 1d6 CRT and coarser but simpler method of step reduction. So it was.
2014 edit: After submission of the revised version in early 2012, DG continued to make fundamental changes to the design, changes not only to the combat system (as in, a completely new system) but to other systems in the game. The counters and map were also changed. I was not made aware of the rules changes until my subscriber copy showed up in my mailbox in August 2014 and I saw what was published.
I have posted the rules, charts, player aids and counters for my "original revised" 2012 version at my game design blog. You can still use the map if you ignore parts of it.
At the same URL, I have also posted the complete files, including a map, for the "original original" 2011 version, which is what I wanted to have run in the magazine - under the title "Third Lebanon War".
I plan to sell copies of this in DTP format through BTR Games later this year, but for now you can have it as a free print-and-play game kit.
