规则10.16：“A unit that has Cohesion Hits removed cannot move/fire in the same Orders Phase,and a unit that has moved or fired may not have hits removed.” 后面这半句应该怎么解读呢？是只是在同一【命令阶段】移动或射击过的单位不能恢复还是已经翻面的（移动过的）或只要是【本游戏回合】内移动或射击过的都不能恢复？我个人理解是前者，举个例子，如果初始命令阶段已经移动过的，例如重骑兵上了个坡，在再动命令阶段时还是能恢复凝聚力。是这样吗？
